Very old(2.0 ) english versions netscape use to be customisable to use thai fonts . The later version 4.+ appear not to allow this .They give the impression of doing so but it would appear that they religiously stick to the default font that appears in the web page. A quick look at some thai web pages , say the police site , http://www.webmaster.or.th/election/ , show that the page was intended to be shown with a english font . Netscape communicator just generates a mess if it is thrown an email in thai . All is not lost though
The english versions of Internet Explorer do appear to customisable to use thai fonts . So this is how to do it . (more or less)
View -> Internet Options -> Fonts
user_defined
Then Fill in the boxes eg
Proportional font :Sv Vasithee
Fixed font: FixedDB ThaiText
Largest
Then Ok
THEN
View -> Internet Options -> Languages
Add Thai [th]
then ok
THEN
View ->Fonts->user_defined
This then overrides whats on the web page and gives you thai script.
note . I've only tried this with version 4.x not 5.x
